Friday, 11.30am - A MUM says the controversial Mosquito device outside Grantham's Guildhall is causing agony for her two-year-old daughter.Rhiann Kirby says South Kesteven District Council should remove the high-pitched buzzer installed to stop young people congregating in the porch of the building.

The buzzer emits an irritating high-pitched whine which can generally only be heard by people under the age of 25.

Rhiann was outside the Guildhall during the town's St George's Day celebrations when her daughter Saffron-Poppy began holding her ears and crying.

She said: "Every time we walk past she holds her ears. I did wonder if there was a reason she would hold her ears in that one road, but put it down to my imagination until I read about the buzzer on the front page of the Journal."

Rhiann believes use of the buzzer breaches the Human Rights Act.

She said: "The act clearly states we all have the human right to freedom from torture and freedom from discrimination.

"The council is clearly breaching two human rights of all under 25s. When did under-25s stop being human?"

South Kesteven District Council's anti-social behaviour team has defended use of the Mosquito device, saying use of the device has reduced levels of vandalism at the historic building over the last three years.

Councillor Mike Cook is to meet with students from Grantham College to discuss the issue.
