Police cash wasted

I READ with interest the article about Lincolnshire police losing 100 officers and £20 million from their budget.

In view of this, please could the chief constable explain why, if the situation is so bad, Lincolnshire police sent a party of officers and civilian staff to Germany, all expenses paid, to assess body armour last December? Would it not have been cheaper to pay for the body armour sales representative to come to this country?
