The visitors took an early lead when Simon Bolland was caught in possession in midfield after only two minutes by Chris Reeve, who gave the ball to Nick Cooper to fire past Jack Drury from fully 30 yards.
The Arrows got themselves back into the game after 10 minutes when Bolland was brought down in the box and Martin Wormall converted from the penalty kick.
Royals keeper Aaron Loney, who had a fine game throughout, tipped over a Lee Shaw shot on 20 minutes and Harrowby saw a Liam Harper shot dragged wide of the post, and a Scott Webb effort shot straight at the keeper, leaving the scores level at the interval.
Harrowby took the lead five minutes into the second half. Wormall carried the ball into the opposition penalty area and fed a ball through to Shaw who cleverly let it run across his body, creating the time to slot a cool finish past Loney.
Harrowby pushed for a third goal but found Loney in fine form as he saved well twice with his feet from first Wormall and then Shaw.
Potton levelled the scores after 67 minutes when a free kick from the right was headed home unchallenged by Sam Wothington. Harrowby should have gone in front after 73 minutes when Harper found himself free in the centre of the goal, only six yards out, but somehow he shot wide with the whole goal at his mercy.
Things looked bleak for the Arrows after 81 minutes when they were reduced to 10 players, with Sam Weatherstone shown a straight red card for stamping on Potton’s Gary Ansell-Carter.
Potton looked to take advantage of their extra man and pushed for a winner. They were punished though, as a counter-attack from Harrowby saw a strong run from Shaw ending with him being felled in the area. Wormall stroked home from the spot.
